Yes — every AW26 parka runs a C0 (PFAS-free) DWR. Water beads for roughly 20 minutes of light rain; re-proof annually with a wash-in treatment and it keeps beading.

True to size over a thick knit?

175cm, usually M: with a chunky merino underneath the M is snug-but-fine at the shoulders, sleeves stay long enough. If you plan on heavy layers daily, size up — returns are free anyway.
